This bill was introduced in the House of Representatives on April 15 by Hon. W. A. Ayres.' On April 27, 1924, Hon. Albert Johnson, of Washington, reintroduced his bill of December 5, 1923, with a new proviso to section 1 (e), paragraph 1, which reads as follows : SEC.3.
